Prescott Regional Airport

Hiring Range: $31.96 to $39.95

Pay Grade: 113

FLSA Status: Non Exempt

Full Pay Range: $31.96 to $47.94

Position Summary:

This position assists the Airport Operations Manager and provides team leadership in airport operations, maintenance, safety, security, training, environmental management, and development at Prescott Regional Airport, a Primary Commercial Service Airport with extensive flight training and regional fire management activity, in accordance with applicable federal, state, and local laws, as well as airport compliance requirements.

Essential Duties:

  • Ensures stakeholder compliance with Transportation Security Administration Regulatory requirements in 49 CFR Part 1542; acts as Alternate Airport Security Coordinator, Alternate TVP Manager and assists with development/implementation of the Airport Security Plan. Implementation of the Airfield Driver Training Program, implementation of the Access ID Card Control Policy, implementation of the Safety Management System (SMS) and regulatory enforcement (tenants, employee, users).
  • Administers Security, Maintenance and Operations training, including coordination with subject matter experts to update and maintain training materials. Record retention appropriate to meet all Federal, State, and Local requirements.
  • Perfoms varied clerical, administrative, and customer service work associated with the day-to-day activities of the Security/Access Badging Office, including assisting applicants in all phases of the security/access badging processand training other airport team members on the activities associated with the security/access badging program.
  • Accepts and evaluates identity documents as directed by TSA/Regulatory compliance; properly handles and safeguards Personal Identifiable Information (PII) and Security Sensitive Information (SSI).
  • Enters information into and retrieves information from complex computer filing systems and databases in compliance with TSA regulations.
  • Assigns appropriate security access.
  • Coordinates with Airport Administrative staff regarding reception and processing of various payments .
  • Conducts initial airspace analyses, identifies potenial safety issues (on airport and in community), and issues NOTAM's.
  • Assists with FAR Part 139 duties, including readiness for the Annual Inspection and compliance follow-up; planning/executing ASP Tabletop, AEP Table Top or Part 139 AEP Triennial Exercise.
  • Assists with writing, revising, implementing, and enforcing the following documents: Airport Certification Manual (ACM), Airport Emergency Plan (AEP), Airport Security Plan (ASP, Snow and Ice Control Plan (SICP), Wildlife Hazard Management Plan (WHPM), Airfield Signage, Marking and Lighting Plan (SMLP), Safety Management System (SMS), and Storm Water Pollution Prevention Plan (SWPPP).
  • Engages in wildlife tracking/mitigation and environmental monitoring/mitigation (such as SWPPP management and fuel spill clean-up).
  • Responds and records aircraft noise concerns and assists with the administration of the Noise Abatement Program, and attends conferences and trainings as they pertain to compliance with noise requirements.
  • Assists with planning and coordination of all special events at the airport to include airshows, attends conferences and trainings as they pertain to airshow compliance, educational updates, and industry standards.

  • May perform on-call duties as assigned.
  • Performs other duties as assigned.

Qualifications:

Education and/or Experience:

High school diploma or equivalent required. Bachelor's degree in business administration, aviation business/management, public administration, or related degree is highly preferred; three (3) years of airport management, operations, aviation security, or other relevant airport-related experience; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.

Licensing, Certification, and Other Requirements:

Possess and maintain a valid Arizona Driver's License or obtain one within 30 days of hire; pass a security threat assessment and a 10-year security background investigation, pre-employment drug test, and driver's record check.Posses a AAAE- ACE certification in Operations, Security, or Trusted Agent , and obtain TSA PreCheck. Hold a current Airport Security Coordinator (ASC) certificate, (or obtain one within 90 days of hire).

  • Knowledge of federal, state, and City rules, regulations, policies, procedures, codes, and ordinances related to airport operations and airport security.
  • Knowledge of federal aviation regulations regarding the operation and maintenance of Part 139-certificated airports, other regulations (such as FAR Part 77), advisory circulars, and other federal and state guidance required for the safe and efficient operation of air carrier airports.
  • Knowledge of Transportation Security Regulations (TSR)s regarding airport security under TSAR Part 1542 and all related TSRs (including TSR 1520 - Sensitive Security Information).
  • Knowledge of supervisory methods and techniques.
  • Knowledge of airport emergency and security response policies, procedures, and practices.
  • Knowledge of airport compliance requirements (including federal and state grant assurances).
  • Skill in supervising, evaluating, training, motivating, and disciplining employees.
  • Skill in motivating, communicating with, and instructing/training others.
  • Skill in using both technical and non-technical language to explain complex subjects and processes.
  • Skill in communicating, both verbally and in writing, in one-on-one and group situations.
  • Skill in professionally and effectively interacting with the public, members of the media, public officials, and airport tenants.
  • Skill in utilizing public relations techniques in responding to inquiries and complaints.
  • Skill in responding to aircraft emergencies and conducting disabled aircraft removal.
  • Ability to establish and maintain effective diplomatic working relationships with fellow employees, interdepartmental colleagues, tenants, users, regulatory officials, and members of the public.

Physical Demands and Working Conditions:

  • Work is primarily performed either in an office setting or in the field within the Airport environment.
  • Safely operates a City vehicle and a variety of standard office equipment, including a computer terminal, telephone, and radio.
  • Serves in an "on-call" or "shift" capacity, including evenings, weekends, and holidays.
  • Subject to staffing needs, fills in for staffing shortfalls.
  • Performs after-hours response (emergency and non-emergency), including after-hours, weekends, and holidays. · Shifts (time of day, days off, etc.) may change over time.
  • Must be able to lift 100 pounds occasionally with assistance, 50 pounds regularly without assistance, and push, pull, twist, reach, and bend. · Clearly, concisely, and effectively communicates in person, over the telephone, and via aviation and VHF radios.
  • Work is performed in a dynamic environment that requires sensitivity to change and responsiveness to changing goals, priorities, and needs.
